Ableton Live's Learn Live series covers how to enable MPE support for third-party VST instruments that don't have it on by default. Right-click the plug-in on a MIDI track and select "Enable MPE" from the context menu, then check whether the plug-in itself has a separate MPE mode that also needs to be switched on.
